Eligibility

Eligibility is based on total annual gross income and family size. Yearly household income for a family of one must not exceed $34,800 (2: $39,800; 3: $44,750; 4: $49,700; 5: $53,700; 6: $57,700; 7: $61,650; 8: $65,650). Must pass other eligibility criteria including a criminal background check. Must be an adult US citizen or eligible immigrant, and have the legal capacity to enter into a lease under state and local law. Applicants who do not live in Cuyahoga County must use their voucher in Cuyahoga County for at least the first year of their tenancy.

There are a variety of documents depending on the client's situation that the agency will accept to verify income (information will be provided once the client is selected in a lottery). Proof of Assets (dated within last 30 days): for example, Real Estate - mortgage, or deed Life insurance policies, stocks, bonds, trust, other Investments Most recent bank statement Financial aid, education grants & scholarships for any household member attending college/ technical school (if applicable) Receipts for out-of-pocket medical or disability expenses ONLY IF The head of household, spouse or co-head is 62+ years of age Or the head of household is a person with disabilities. Letter on letterhead from child care provider and/or receipts for out-of-pocket child care expenses (if applicable).

Application process

Submit a preliminary application through the website anytime. Agency provides on-site kiosks that people can use to apply through the website by walking in M-F: 8:00am-5:00pm. Those who have questions about the program, have questions about applying, or who are current clients of the program, may phone for information M-F: 8:00am-5:00pm. Preliminary applications will be selected by the agency randomly through multiple mini lotteries as funding permits. Preliminary applications are valid for 18 months (clients will be notified by email when their preliminary application expires). Once a preliminary application expires, client can immediately apply again to stay in the selection pool. If selected in lottery, client will be contacted and told how to complete a formal application for the program and how to submit supporting documents. Once the formal application is approved, client must attend on online orientation session before receiving their voucher. Client will have 180 days to find a rental unit (landlord must agree to participate and unit must pass agency inspection). Only one adult per household may apply. Clients may update their contact and/or household information at any time through the website.

Fees

Free to apply. Rental cost to participant is approximately 30-40% of monthly family income, with subsidy making up the difference between this and the market rent of unit. There is an upper limit on unit rental price.

Description

Provides a subsidized rental program. Clients pay approximately 30-40% of household income on rent and the subsidy makes up the balance. The subsidy moves with the participant, and it can be used in any unit in the private market which passes a CMHA inspection, as long as the participant remains eligible and the landlord agrees to participate in the program. No assistance is provided with paying a rental deposit through this program.
