Eligibilty is determined on a case-by-case basis. Serves those in situations where mobile access to 9-1-1 service would of special benefit to their health and safety, as well as those who have no other means of accessing emergency services by phone.

Description
Provides cell phones to those who would benefit from having quick, mobile access to emergency services such as: victims of domestic violence, older adults, individuals with disabilities, or witnesses to crime. Will also provide phones to those in other situations (such as a family that does not have any other means of telephone service). Cell phones can only be used to dial "911".
