Households serviced by PUCO-regulated utilities are eligible to sign up for the Percentage of Income Payment Plan (PIPP-Plus). This plan allows customers to pay 6% of their gross monthly income for gas and/or 6% of their gross monthly income for electric. Homes with 100% electric can pay 10% of their gross monthly income.

Friends Serving Friends assists with electric bills on a case by case basis.

Offers a program that makes monthly payments more affordable on a year-round basis for customers of regulated electric and/or gas service providers. Offers incentive credit and an arrearage credit when PIPP Plus payments are made on-time and in-full: - Incentive Credit: Each time the client pays their required monthly payment on-time and in-full, the client no longer owes the rest of that month's billed amount (otherwise, this amount is added to the client's arrearages). - Arrearage Credit: Provides a 1/24 credit toward any old debt when payments are made on-time and in-full (if the client makes full, on-time payments for 24 straight months, then all of the arrearages will be eliminated).

PIPP Plus is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income. If individuals heat with gas or electric, they pay five percent of their monthly household income. If they heat and cool with electricity, they pay ten percent of your monthly household income. Deposits are waived for PIPP customers.

Provides up to $150 in emergency financial assistance with utility bills and deposits. Clients with repeated requests may also be guided in creating a budget or spending assessment.

Offers a clearinghouse for information about discounted Internet programs, computers and digital literacy computer classes for those with low income. Live digital navigators also assist in completing applications for the programs available in client's area.

Provides utility payment assistance to prevent gas, electric, or water shut-off and for the purchase of bulk fuel for heating or to have service restored. Assists with a variety of undesignated emergency needs on a case-by-case basis.

Provides utility assistance for electric and water, and rent assistance for those in need, up to $250. Funds may be limited at times and appointments fill up quickly.

Offers excess water and sewer charges forgiveness and payment plans for City of Akron customers due to toilet leaks, burst water pipes and unknown underground leaks. Limits customer's water and sewer bill repayments to no more than 150 percent of the average of the previous 12 months.

Service includes a PIPP program success booklet, help with understanding PIPP and Graduate PIPP, and education about reverification. Staff is on site to educate. PIPP is transitioning to OH|ID this calendar year - will also be helping clients needing assistance with that transition.

Assistance may be provided once in a twelve month period.

United Community Assistance network (UCAN) offers financial assistance with rent and utilities on a case-by-case basis. Funds are very limited and may not always be available.

Offers a levelized payment plan under which the utility predicts what future bills will be for a customer based on the prior year's bills and anticipated changes going forward. Offers budget billing plans which are intended to level out swings in utility bills due to seasonal changes in customer consumption and do not affect overall utility charges. Customers are billed one-twelfth (1/12) of their annual estimated usage each month.

Lifeline is the FCC's program to help make communications services more affordable for low-income consumers. Lifeline provides subscribers a discount on monthly telephone service, broadband Internet access service, or voice-broadband bundled service purchased from participating providers. Lifeline typically provides up to a $9.25 monthly discount on service for eligible low-income subscribers. Subscribers may receive a Lifeline discount on either a wireline or a wireless service, but they may not receive a discount on both services at the same time.

Assistance may be provided for eligible veterans or their surviving spouses to help pay for utility/electric bills. All bills must be past due; however, they do not pay re-connect fees.
